The evening of June 22, 2011, FBI Most Wanted, Whitey Bulger, was captured in Santa Monica, CA.
Could Whitey Bulger have been captured years ago if D'Lynn Waldron's method had been used sooner? 

In 2005, Dr. D'Lynn Waldron, who lives on north Ocean Avenue in Santa Monica, was contacted by the FBI and the Massachusetts State Police for her expert assistance in their search for Whitey Bulger.

D'Lynn Waldron was given all the materials law enforcement had and she gleaned a great deal of personal information from them about Whitey and about his woman friend Catherine Greig that had not been noticed.  Dr. Waldron instructed law enforcement to get additional personal information which when it was publicized six years later located Bulger's woman friend Greig within a day, which led to Bulger's capture that evening in Santa Monica.

The whole time Bulger was living for 15 years on 3rd Street north of California, Dr. Waldron was living a few blocks away on Ocean Avenue north of Montana, her home base of 44 years.  D'Lynn Waldron frequented many of the same places, including certainly the Barnes & Noble Bookstore at 3rd & Wilshire. 

Dr. Waldron did an age progressed portrait as Bulger would have looked in 2005 and she probably would not have recognized him with the beard unless she saw the darkened front tooth.  However, she believes she would have recognized his posture and walk, or the V-neck Champion brand T-shirts he always used to wear, or the unusual long gold chain that he left behind when he fled and had retrieved for him by a friend.

When Dr. Waldron pointed out how unusual Bulger's posture and walk were, the FBI people wanted her to have an animation of him walking on the web site she was designing for the search. Unfortunately the search for Bulger had always been so underfunded that as late as 2005, Dr. Waldron had to herself digitize the old VHS surveillance tapes for the FBI, then pull out and digitaly enhance the usable images in them.

One of the times in 2005 when the FBI team from Boston was in Santa Monica working with Dr. Waldron, who lives on Ocean Avenue north of Montana, they got a call that Bulger had been seen a few blocks away at Ocean and California Avenues. Nothing came of the tip, but in retrospect it may have been a real sighting.

D'Lynn Waldron wanted the FBI to use an entirely new type of web site to find its most wanted. It would be like a treasure hunt offering clues in the form of personal habits and physical details, shown visually wherever possible, that would lead to the most wanted and the reward. There would be categories of selected clues for people such as dentists, opticians, barbers and hair dressers. Dr. Waldron registered the URL 'MillionDollarManhunt' with the intention of demonstrating this concept. Her concept for a web site is now described below.

This prototype Web site which would be used to find Bulger was never funded, but in 2011, the FBI did finally use the technique of publicizing personal habits, in this case those of Whitey Bulger's girlfriend, which the next day led to finding her and arresting Bulger.

Below on this web page is Dr. D'Lynn Waldron's description of a Bulger web site and her proposal to create it.
Also below on this is Dr. Waldron's 2005 suggestion of how to get Whitey Bulger to be eager to tell all he knows. However, Bulger appears to now have some form of senile dementia, probably Alzheimer's.

Most important now, is anything he knows about the theft of the art from Boston's Gardner Museun in 1990. This may be his last significant bargaining chip because additional law enforcement people he may have corrupted are now retired or dead, and naming them would just be an embarrassment to the FBI.

NOTE:
It has long been speculated in Boston that top people at the FBI did not want Whitey Bulger caught because he might reveal additional law enforcement people he corrupted.  The people who came to D'Lynn Waldron were a younger generation and anxious to catch Bulger, but someone higher up seems to have put the brakes on the Bulger search for years, since no evaluation had ever been done of all the matereials she was given to work with. Then, what she suggested, which proved so quickly successful, was not done for years.

It is now known that Bulger spent a lot of time on the Santa Monica Pier and talked with people there.
In 2008, an out-of-town visitor recognized Bulger sitting on the pier after seeing "America's Most Wanted" and through the show this was reported to law enforcement.

One wonders how many more times tips were provided that he was in Santa Monica. Dr. Waldron personally witnessed one tip being investigated in 2005 by the FBI and State Police people from Boston who were in Santa Monica working with her on this case, when they got a phone call. But was this ever passed on to local police to keep an on-going watch for him? The police have a station right on the Pier with a big glass front window with a view of everyone coming and going. If Waldron had known of the 2008 Pier sighting, she would have put that together with the 2005 sighting at California and Ocean, which is on the way to the Pier, and gotten a rod to wait on the Pier for a two million dollar fish.

June 30, 2011- The lawyer currently representing Bulger, contends that the government prosecutors are trying to avoid having U.S. District Judge Mark Wolf preside over the case. Judge Wolf was the one who held the hearings in the 1990's that put FBI Agent John J. Connolly Jr. in jail for racketeering. Bulger has long suggested that he has more FBI and Boston Police names he could name and Judge Wolf would be the one to encourage that.

This project is very important because it will result in the prototype for a Web site that will involve people all over the world in reporting the location of fugitives.

I have all of the qualifications and job experience to do this project- which requires designing the system, obtaining and preparing the visual and written materials, and putting the Web site on the Internet, and then publicizing it, and the work so far has gone very well.

My work comes under the category of Expert Consultant which can be paid by the hour, or engaged by the project. (Note: The photo-realistic full body animations you are interested in, if they are feasible, will be arranged, negotiated, and contracted separately with third parties.)

WHERE THE PROJECT IS TO DATE:

- We are well along on the system design.

- The information I requested on the fugitive Whitey Bulger who will be the prototype for the project has been very quickly and efficiently gathered for me by the people in Massachusetts law enforcement.

- I have analyzed all the materials and determined what will be useful and how to present it (which has been conveyed in my e-mails.)

- I have done age-progressed portraits of Whitey Bulger, which have also been sent in e-mails for suggestions by the people who know him best.

- I will be doing the full length portraits to show how his being 'round shouldered' (possibly from a congenital cervical kyphosis) causes his elbows to turn outward and prevents his arms from swinging normally when he walks. I will also show his cervical kyphosis/ankylosing spondylitis that is clearly visible in the most recent photos of him (and which is normally progressive).

CONVEYING ALL THE INFORMATION VISUALLY FOR NON-ENGLISH SPEAKING PARTS OF THE WORLD

Right now I am determining how the various types of information can be conveyed visually for people who do not speak English, because fugitives can be anywhere in the world.

As an example of a few of the things I have worked out for Whitey:
- A medicine bottle his Rx on the label, and '?' beside the bottle if we are not sure he is still taking it.
- A bookshelf with the generic subjects on the spines: 'Hitler', 'Nazi Germany', and 'Ireland'.
- Boston Red Sox cap and pennant because he is a fan of that team (and show him wearing that cap).
- An eyeglasses symbol with a book (and his Rx if we have it and he has astigma, not just presbyopia which changes as you age) A cut out photo of the last frames he was using with a '?'.

THE NECESSITY TO FOCUS ON FEATURES INDIVIDUALLY

It is a scientific fact that the human mind only 'sees' one feature at a time. We do not see the face as a whole except at a distance, therefore we want isolated close-ups of features with an arrow pointing to anything especially distinctive.

As just a few examples of the details for Whitey:
- A close-up of his teeth with an arrow to the darken front tooth and a '?' in case he now has caps or dentures.
- The shape of his nose with the sharp bump on the bridge.
- A depiction of his round shouldered posture and the characteristic way that turns his elbows outward and keeps his arms from swinging.

The above are just a few examples of how I will convey the information visually as well as in writing.

A WIDE VARIETY OF CLUES WHICH DIFFERENT PEOPLE WILL NOTICE

As I have said, different people will notice different things about the fugitive and then they will go on to the other information to confirm the identification.

For maximum effectiveness, this Web site must appeal to the treasure-hunting instinct that evolution has programmed into human beings- it must temp them with a large monetary reward and engage their minds with clues. It must be exciting enough that it attracts the publicity so it becomes well known. .............

BTW- The one source of valuable information we have not mined is the records from Bulger's three years volunteer service in the Air Force, including his medical records and the high school courses he took to get his diploma, and if he indicated he wanted to apply to OCS, which I conjecture was his motivation for getting the high school diploma.

As I suggested, his military service could be the key to getting his cooperation after he is apprehended. Put a book about some special ops hero in his cell and then have that person ask him to help his country by telling what he knows.

When last photographed, Bulger was dressed in a military white V neck T-shirt and white trousers with a naval officer's white web belt with gold buckle, and Bulger dresses in 'costumes' that express his view of his own identity.
